அதிகாரப்பூர்வ மொழிக் குழுவின் பரிந்துரைகள்

அதிகாரப்பூர்வ மொழிக் குழு 11வது தொகுதி பரிந்துரைகள் ஜனாதிபதி முர்முவிடம் செப்டெம்பர் மாதம்  சமர்ப்பிக்கப்பட்டது.

முக்கிய தகவல்கள்:

இந்தி பேசும் மாநிலங்களில் உள்ள ஐஐடிகள், ஐஐஎம்கள் மற்றும் மத்தியப் பல்கலைக் கழகங்களில் இந்தி மொழியைப் பயிற்றுவிப்பதற்கான ஒரு ஊடகமாக இந்த குழு பரிந்துரைத்தது.

இந்தி பேசாத மாநிலங்களில் உள்ள உயர் நீதிமன்றங்கள், ஆங்கிலம் அல்லது ஒரு பிராந்திய மொழியில் வழக்குகள் பதிவு செய்யப்படுகின்றன, அவை பெரும்பாலும் தீர்ப்புகளில் மேற்கோள் காட்டப்படுவதால், இந்தியில் மொழிபெயர்ப்புகள் கிடைக்க வேண்டும்.

இந்தி பேசும் மாநிலங்களில் உள்ள  மத்திய அரசு அதிகாரிகள் மற்றும் பிற ஊழியர்கள் இந்தியைப் பயன்படுத்தாதவில்லையென்றால் அவர்களின்  வருடாந்திர செயல்திறன் மதிப்பீட்டு அறிக்கையில் (Annual Performance Assessment Report-APAR) விளைவுகளைச் சந்திக்க நேரிடும்.

இந்த விதிகள் நடைமுறைக்கு வந்தால், இந்தி அலுவல் மொழியாக இருக்கும் மாநிலங்களில் மட்டுமே இவ்விதிகள் பொருந்தும்.

தமிழ்நாடு மற்றும் கேரளா போன்ற மாநிலங்களுக்கு அலுவல் மொழிச் சட்டம், 1963 மற்றும் விதிகள் மற்றும் ஒழுங்குமுறைகள் (சட்டம்), 1976 ஆகியவற்றின் கீழ் விலக்கு அளிக்கப்பட்டுள்ளது

. விதிகளின்படி, பீகார், ஹரியானா, இமாச்சலப் பிரதேசம் உள்ளிட்ட ஏ வகை மாநிலங்களில் இந்தி அதிகாரப்பூர்வ மொழியாகும். , மத்தியப் பிரதேசம், சத்தீஸ்கர், ஜார்கண்ட், உத்தரகாண்ட், ராஜஸ்தான் மற்றும் உத்தரப் பிரதேசம் மற்றும் டெல்லி மற்றும் அந்தமான் மற்றும் நிக்கோபார் தீவுகளின் யூனியன் பிரதேசங்கள்.

65 சதவீதத்திற்கும் குறைவாக இந்தி பயன்படுத்தப்படும் B வகை மாநிலங்களில் குஜராத், மகாராஷ்டிரா மற்றும் பஞ்சாப் மற்றும் சண்டிகர், டாமன் மற்றும் டையூ மற்றும் தாத்ரா மற்றும் நகர் ஹவேலி ஆகிய யூனியன் பிரதேசங்கள் அடங்கும்.

சி வகை மாநிலங்கள் என்பது 65 சதவீதத்திற்கும் குறைவாக ஹிந்தி பயன்பாடு உள்ள மாநிலங்கள்.

ஏ பிரிவு மாநிலங்களில் இந்தி மொழியை முழுமையாகப் பயன்படுத்தவும், மற்ற மாநிலங்கள் பிராந்திய மொழிகளைப் பயன்படுத்தலாம் என்றும் குழு பரிந்துரைக்கிறது.

அதிகாரப்பூர்வ தகவல்தொடர்புகளில் ஆங்கில மொழியின் பயன்பாட்டைக் குறைப்பதும், இந்தி பயன்பாட்டை அதிகரிப்பதும் இதன் இறுதி நோக்கமாகும்.

அலுவல் மொழிக் குழு என்றால் என்ன?

இந்திய அரசியலமைப்பின் 351 வது பிரிவின்படி, அதிகாரப்பூர்வ தகவல்தொடர்புகளில் இந்தி மொழியைப் பயன்படுத்துவதை மறுஆய்வு செய்வதற்கும் மேம்படுத்துவதற்கும் மத்திய உள்துறை அமைச்சர் தலைமையிலான அதிகாரப்பூர்வ மொழிக் குழு அமைக்கப்பட்டது. இது 1976 ஆம் ஆண்டு அலுவல் மொழிச் சட்டம், 1963 இன் பிரிவு 4 இன் கீழ் உருவாக்கப்பட்டது, குழுவின் முதல் அறிக்கை 1987 இல் சமர்ப்பிக்கப்பட்டது.

 

Official Language Committee’s Recommendations

The 11th volume of the Official Language Committee was submitted to President Murmu in September 2022.

Key facts

The committee recommended using Hindi as a medium of instruction in IITs, IIMs and central universities in Hindi-speaking states.

High Courts in non-Hindi speaking states, where proceedings are recorded in English or a regional language, must make translations available in Hindi since they are often cited in judgements.

Government officials and other employees in the central government not using Hindi in Hindi-speaking states will face consequences in the Annual Performance Assessment Report (APAR).

If imposed, these rules will be applicable only in states where Hindi is the official language.

States like Tamil Nadu and Kerala are exempted under The Official Languages Act, 1963 and the Rules and Regulations (of the Act), 1976.

According to the rules, Hindi is official language in A category states, which include Bihar, Haryana, Himachal Pradesh, Madhya Pradesh, Chhattisgarh, Jharkhand, Uttarakhand, Rajasthan, and Uttar Pradesh, and the UTs of Delhi and Andaman and Nicobar Islands.

Category B states, where Hindi is used less than 65 per cent, include Gujarat, Maharashtra, and Punjab, and the Union Territories of Chandigarh, Daman and Diu and Dadra and Nagar Haveli.

Category C states are those where the use of Hindi is less than 65 per cent.

The Committee suggests fully using Hindi as a medium of communication in A category states, while other states can use regional languages.

Its ultimate aim is to minimize the usage of the English language in official communication and increase the usage of Hindi.

What is Official Language Committee?

The Official Language Committee, headed by the Union Home Minister, was set up to review and promote the use of Hindi language in official communication, as mandated by Article 351 of the Indian Constitution. It was constituted in 1976 under Section 4 of The Official Languages Act, 1963 The first report of the Committee was submitted in 1987.
