உள்கட்டமைப்பு விரிதிறன் முடுக்கி நிதி

இந்தியா பெவிலியனின் COP27 மூலம் பேரிடர் தாங்கும் உள்கட்டமைப்புக்கான கூட்டணி (சிடிஆர்ஐ)  உள்கட்டமைப்பு விரிதிறன் முடுக்கி நிதியை அறிவித்தது  

உள்கட்டமைப்பு விரிதிறன் முடுக்கி நிதி என்றால் என்ன?

உள்கட்டமைப்பு விரிதிறன் முடுக்கி நிதி என்பது பேரிடர் தாங்கும் உள்கட்டமைப்புக்கான கூட்டணியால் (CDRI) அமைக்கப்பட்ட பல பங்குதாரர் அறக்கட்டளை நிதியாகும்.

இந்த பல நன்கொடையாளர் அறக்கட்டளை நிதி ஐக்கிய நாடுகளின் மேம்பாட்டுத் திட்டம் (United Nations Development Programme-UNDP) மற்றும் ஐக்கிய நாடுகளின் பேரிடர் இடர் குறைப்பு அலுவலகம் (United Nations Office for Disaster Risk Reduction-UNDRR) ஆகியவற்றின் உதவியுடன் நிறுவப்பட்டது.

இந்த நிதி நியூயார்க்கில் உள்ள ஐக்கிய நாடுகளின் பல கூட்டாளர் அறக்கட்டளை நிதி அலுவலகத்தால் (United Nation Multi-Partner Trust Fund Office-UN MPTFO) நிர்வகிக்கப்படும்.

குறிப்பாக வளரும் நாடுகள் மற்றும் சிறு தீவு வளரும் மாநிலங்களில் (Small Island Developing States-SIDS) பேரழிவை எதிர்க்கும் உள்கட்டமைப்பு அமைப்புகளை உருவாக்குவதற்கான உலகளாவிய முயற்சிகளுக்கு இது உதவும்.

இந்த அறக்கட்டளை நிதியத்திற்கு 5 வருடங்களின் ஆரம்ப காலத்திற்கான 50 மில்லியன் அமெரிக்க டாலர்களுக்கு மேல் நிதிப் பொறுப்புகள் ஏற்கனவே அறிவிக்கப்பட்டுள்ளன.

இதற்கு இந்தியா, இங்கிலாந்து, ஆஸ்திரேலியா மற்றும் ஐரோப்பிய ஒன்றிய அரசுகளின் ஆதரவு உள்ளது.

உள்கட்டமைப்பு விரிதிறன் முடுக்கி நிதி திட்டம் தனிப்பயனாக்கப்பட்ட தொழில்நுட்ப உதவி, திறன் மேம்பாடு, ஆராய்ச்சி, அறிவு மேலாண்மை மற்றும் வளர்ச்சியின் அனைத்து நிலைகளிலும் உள்ள நாடுகளுக்கு ஒட்டுமொத்த உள்கட்டமைப்பு வாழ்க்கைச் சுழற்சியில் வாதிடும்.

இந்த நிதியின் ஆரம்ப கவனம் பசிபிக் பிராந்தியத்தில் உள்ள தீவு மாநிலங்களை ஆதரிப்பதாக இருக்கும். இது சம்பந்தமாக, IRAF( Infrastructure for Resilient Island States) ஆல் ஆதரிக்கப்படும் முதல் முயற்சிகளில் ஒன்று, மீள் தீவு மாநிலங்களுக்கான உள்கட்டமைப்பு (-Infrastructure for Resilient Island States-IRIS).

சிடிஆர்ஐ பற்றி

பேரிடர் தாங்கும் உள்கட்டமைப்புக்கான கூட்டணி (சிடிஆர்ஐ) 2019 இல் நியூயார்க்கில் நடந்த ஐநா காலநிலை நடவடிக்கை உச்சி மாநாட்டில் இந்திய பிரதமர் நரேந்திர மோடியால் தொடங்கப்பட்டது. காலநிலை மற்றும் பேரிடர் தொடர்பான அபாயங்களுக்கு புதிய மற்றும் தற்போதுள்ள உள்கட்டமைப்பு அமைப்புகளின் பின்னடைவை அதிகரிக்கவும், நிலையான வளர்ச்சிக்கு உதவவும் இது அரசாங்கங்கள், UN முகவர்கள் மற்றும் திட்டங்கள், பலதரப்பு வளர்ச்சி வங்கிகள் மற்றும் நிதியளிப்பு வழிமுறைகள், தனியார் துறை மற்றும் அறிவு நிறுவனங்கள் ஆகியவற்றை ஒன்றிணைக்கிறது. அடிப்படை சேவைகள், செழிப்பு மற்றும் கண்ணியமான வேலைக்கான உலகளாவிய அணுகலை அடைவதற்கான நிலையான வளர்ச்சி இலக்குகளின் இன்றியமையாதவற்றை அடைய உதவும் மீள் கட்டமைப்பை விரைவாக மேம்படுத்துவதை இது நோக்கமாகக் கொண்டுள்ளது.

Infrastructure Resilience Accelerator Fund

Infrastructure Resilience Accelerator Fund was announced by the Coalition for Disaster Resilient Infrastructure (CDRI) at the India Pavilion of COP27.

What is Infrastructure Resilience Accelerator Fund?

Infrastructure Resilience Accelerator Fund (IRAF) is a multi-partner trust fund set up by the Coalition for Disaster Resilient Infrastructure (CDRI).

This multi-donor trust fund was established with the assistance from the United Nations Development Programme (UNDP) and the United Nations Office for Disaster Risk Reduction (UNDRR).

The fund will be managed by the United Nation Multi-Partner Trust Fund Office (UN MPTFO) in New York.

It will assist the global efforts towards creating disaster-resilient infrastructure systems, especially in developing countries and Small Island Developing States (SIDS).

Over 50 million USD of financial commitments have already been announced for this trust fund for an initial duration of 5 years.

It has backing from the governments of India, the United Kingdom, Australia and the European Union.

The IRAF’s programme will provide customized technical assistance, capacity building, research, knowledge management and advocacy across the overall infrastructure life-cycle for countries at all stages of development.

The initial focus of this fund will be on supporting island states in the Pacific region. In this regard, Infrastructure for Resilient Island States (IRIS) is one of the first initiatives supported by the IRAF.

About the CDRI

Coalition for Disaster Resilient Infrastructure (CDRI) was launched in 2019 by Indian Prime Minister Narendra Modi at the UN Climate Action Summit in New York. It brings together governments, UN agencies and programmes, multilateral development banks and financing mechanisms, the private sector, and knowledge institutions to boost resilience of the new and existing infrastructure systems to climate and disaster related risks and help support the sustainable development. It aims to rapidly develop resilient infrastructure, which will help achieve the Sustainable Development Goals’ imperatives of achieving universal access to basic services, prosperity and decent work.
