வடகிழக்கு பிராந்தியத்திற்கான பிரதமரின் மேம்பாட்டு முன்முயற்சி-PM-DevINE துவங்குகிறது

வடகிழக்கு பிராந்தியத்திற்கான பிரதமரின் மேம்பாட்டு முன்முயற்சி (Prime Minister’s Development Initiative for North East Region-PM-DevINE) என்ற புதிய திட்டத்திற்கு மத்திய அமைச்சரவை சமீபத்தில் ஒப்புதல் அளித்துள்ளது.

PM-DevINE திட்டம் 2022-23 யூனியன் பட்ஜெட்டின் போது வடகிழக்கு பிராந்தியத்தின் (North Eastern Region-NER) வளர்ச்சி இடைவெளிகளை நீக்குவதற்காக மத்திய அரசால் அறிவிக்கப்பட்டது.

சமீபத்தில் தொடங்கப்பட்ட இத்திட்டம், 15 ஆவது பொருளாதார கமிஷனின் எஞ்சிய நான்கு வருடங்களான  2022-23 முதல் 2025-26 வரை செயல்படும்.

வடகிழக்கு பிராந்தியத்தில் அடிப்படை குறைந்தபட்ச சேவைகளில் (Basic Minimum Services BMS) உள்ள குறைபாடுகளை நிவர்த்தி செய்ய இத்திட்டம் அறிவிக்கப்பட்டது.

இது மத்திய அரசால் முழுமையாக நிதியளிக்கப்பட்டு மத்திய வடகிழக்கு பிராந்திய மேம்பாட்டு அமைச்சகத்தால் (Development of North Eastern Region -DoNER) செயல்படுத்தப்படும்.

இத்திட்டத்தை செயல்படுத்த அரசு ரூ.6,600 கோடி ஒதுக்கீடு செய்துள்ளது.

வடகிழக்கு பிராந்தியத்தில் பல்வேறு துறைகளில் உள்ள வளர்ச்சி இடைவெளிகளை அகற்ற உதவும் உள்கட்டமைப்பு திட்டங்கள் மற்றும் சமூக மேம்பாட்டு திட்டங்களுக்கு இத்திட்டம் நிதி வழங்குகிறது.

இந்த முயற்சியின் இறுதி நோக்கம் வடகிழக்கு பிராந்தியத்தில் குறிப்பாக பெண்கள் மற்றும் இளைஞர்களுக்கான வாழ்வாதார வாய்ப்புகளை அதிகரிப்பதாகும்.

தாமதம் மற்றும் பணத் தட்டுப்பாடு அபாயத்தைக் குறைக்க, இத்திட்டத்தின் கீழ் உள்ள திட்டங்கள் முடிந்தவரை பொறியியல்-கொள்முதல்-கட்டமைப்பு (engineering-procurement-construction-EPC) அடிப்படையில் செயல்படுத்தப்படும்.

PM-DevINE திட்டம் தற்போதுள்ள மத்திய மற்றும் மாநில திட்டங்களுக்கு மாற்றாக இருக்காது.

புதிய திட்டம் வடகிழக்கு பிராந்தியத்தின் வளர்ச்சிக்காக செயல்படுத்தப்படும் மற்ற MDoNER திட்டங்களில் இருந்து தனித்துவமானது.

மற்ற திட்டங்களின் கீழ் உள்ள திட்டங்களின் சராசரி அளவு சுமார் ரூ.12 கோடி. PM-DevINE திட்டம் பெரிய அளவில் உள்கட்டமைப்பு மற்றும் சமூக மேம்பாட்டுத் திட்டங்களுக்கு உதவுகிறது. இது தனிமைப்படுத்தப்பட்ட திட்டங்களில் கவனம் செலுத்துவதை விட இறுதி முதல் இறுதி வரையிலான வளர்ச்சி தீர்வுகளை வழங்கும்.

2022-23 க்கு, சமீபத்திய யூனியன் பட்ஜெட்டின் போது அறிமுகப்படுத்தப்பட்ட அனைத்து திட்டங்களையும் இந்த திட்டம் உள்ளடக்கும்.

எதிர்காலத்தில், பொது மக்களுக்கு கணிசமான சமூக-பொருளாதார தாக்கம் அல்லது நிலையான வேலை வாய்ப்புகளை உருவாக்க உறுதியளிக்கும் திட்டங்களில் கவனம் செலுத்தும். அனைத்து ஆரம்ப சுகாதார நிலையங்களிலும் அடிப்படைக் கட்டமைப்பு, அரசுப் பள்ளிகளில் விரிவான வசதிகள் போன்றவை இதில் அடங்கும்.

The Union Cabinet has recently approved a new scheme called Prime Minister’s Development Initiative for North East Region (PM-DevINE).

  • PM-DevINE scheme was announced by the Central Government during Union Budget 2022-23 to remove the developmental gaps in the North Eastern Region (NER).
  • The recently launched scheme will be implemented for the remaining four years of the 15th Finance Commission from 2022-23 to 2025-26.
  • It was announced to address the shortfalls in Basic Minimum Services (BMS) in the North Eastern Region.
  • It will be fully funded by the central government and implemented by the Union Ministry of Development of North Eastern Region (DoNER).
  • The government has allocated Rs.6,600 crore for the implementation of this scheme.
