கேரள மாநில அரசு சமீபத்தில் தொழில்நுட்ப பரிமாற்ற திட்டத்தை அறிமுகப்படுத்தியது.
தொழில்நுட்ப பரிமாற்ற திட்டம் பற்றி
கேரளா ஸ்டார்ட்அப் மிஷன் (Kerala Startup Mission (KSUM) மூலம் தொழில்நுட்ப பரிமாற்ற திட்டம் செயல்படுத்தப்படும்.
இந்தியாவில் உள்ள அரசு ஆராய்ச்சி நிறுவனங்களிடமிருந்து தங்கள் தயாரிப்புகளை வணிகமயமாக்குவதற்கும் அளவிடுவதற்கும் தொழில்நுட்ப உரிமங்களை வாங்கும் போது புதிய தொடக்க முயற்சிகளால் ஏற்படும் செலவை இது திருப்பிச் செலுத்தும்.
இத்திட்டத்தின் கீழ், அரசு ஆராய்ச்சி நிறுவனங்களில் தொழில் நுட்பங்களை வாங்கும் அல்லது ஆதாரப் படுத்தும் ஸ்டார்ட்அப் நிறுவனங்களுக்கு அதிகபட்சமாக ரூ.10 லட்சம் திருப்பிச் செலுத்தப்படும்.
தொழில்நுட்ப உரிமங்களை வழங்கும் ஆராய்ச்சி நிறுவனங்களுக்கு, ஸ்டார்ட்அப்கள் செலுத்தும் தொழில்நுட்பக் கட்டணத்தில் 90 சதவீதத்தை மாநில அரசு திருப்பிச் செலுத்தும்.
இத்திட்டத்தின் இறுதி இலக்கு, சம்பந்தப்பட்ட செலவைக் குறைப்பதன் மூலம் ஸ்டார்ட்அப்கள் தங்கள் யோசனைகளை புதுமைப்படுத்த ஊக்குவிப்பதாகும்.
இந்த திட்டத்திற்கு எந்த ஸ்டார்ட்அப்கள் தகுதியுடையவை?
கேரளா ஸ்டார்ட்அப் மிஷனில் செயலில் பதிவு செய்துள்ள ஸ்டார்ட்அப்களுக்கு இந்தத் திட்டம் பொருந்தும்.
தொடக்கமானது கேரளாவில் லிமிடெட் லெயபிலிட்டி பார்ட்னர்ஷிப் (எல்எல்பி) அல்லது பிரைவேட் லிமிடெட் நிறுவனமாக பதிவுசெய்யப்பட்ட நிறுவனமாக இருக்க வேண்டும்.
இது மத்திய அரசின் தொழில் மற்றும் உள்நாட்டு வர்த்தக மேம்பாட்டுத் துறையில் (டிஐபிபி) பதிவு செய்யப்பட்ட நிறுவனமாகவும் இருக்க வேண்டும்.
கார்ப்பரேட் விவகார அமைச்சகத்துடன் செயலில் அல்லது செயலில் இணக்கமான நிலையை அது கொண்டிருக்க வேண்டும்.
மாநிலத்திலுள்ள எந்த அரசு நிறுவனங்களுக்கும், KSUM மற்றும் பிற காப்பகங்களுக்கும் நிலுவையில் உள்ள நிலுவைத் தொகைகள் இருக்கக்கூடாது.
இது இந்தியாவில் உள்ள எந்த அரசு நிறுவனங்களாலும் தடுப்புப்பட்டியலில் சேர்க்கப்பட்டிருக்கக் கூடாது.
KSUM என்றால் என்ன?
கேரளா ஸ்டார்ட்அப் மிஷன் என்பது மாநிலத்தில் தொழில் முனைவோர் மேம்பாடு மற்றும் அடைகாக்கும் நடவடிக்கைகளுக்கான கேரள அரசின் ஒரு நோடல் ஏஜென்சி ஆகும். கேரளாவில் ஒரு ஸ்டார்ட்அப் ஆக்சிலரேட்டரான டெக்னாலஜி பிசினஸ் இன்குபேட்டரின் (technology business incubator-TBI) திட்டமிடல், நிறுவுதல் மற்றும் நிர்வாகத்தை செயல்படுத்துவதற்காக இது உருவாக்கப்பட்டது. தற்போது தொழில்நுட்பம் சார்ந்த தொழில் முனைவோர் செயல்பாடுகளை மேம்படுத்துவதிலும், மாநிலத்தில் உயர் தொழில்நுட்ப அடிப்படையிலான வணிகங்களின் வளர்ச்சிக்கு தேவையான உள்கட்டமைப்பு மற்றும் சூழலை உருவாக்குவதிலும் ஈடுபட்டுள்ளது. அதன் பிற நோக்கங்கள் பின்வருமாறு:

Kerala Technology Transfer Scheme
The state government of Kerala launched the Technology Transfer Scheme recently.
About the Technology Transfer Scheme
Technology Transfer Scheme will be implemented via the Kerala Startup Mission (KSUM).
It will reimburse the expense incurred by the new startup ventures while procuring technology licenses from the government research institutes in India to commercialize and scale their products.
Under this scheme, a maximum of Rs.10 lakh will be reimbursed to startups purchasing or sourcing technologies the government research institutes and working on them to develop products that can be commercialized.
The state government will reimburse 90 per cent of the technology fee paid by the startups to the research institutions that are providing technology licenses.
The ultimate goal of the scheme is to encourage startups to innovate their ideas by minimising the cost involved.
Which startups are eligible for this scheme?
The scheme is applicable for those startups that have an active registration with the Kerala Startup Mission (KSUM).
The startup should be a registered company in Kerala as a Limited Liability Partnership (LLP) or Private Limited company.
It should also be a registered company in the Central Government’s Department for Promotion of Industry and Internal Trade (DIPP).
It should have an Active or Active Compliant Status with the Ministry of Corporate Affairs.
It should not have any pending dues with any of the government agencies, KSUM and other incubators in the state.
It should not have been blacklisted by any government agencies in India.
What is KSUM?
Kerala Startup Mission (KSUM) is a nodal agency of the Kerala Government for entrepreneurship development and incubation activities in the state. It was created to implement the planning, establishment and management of technology business incubator (TBI) – a startup accelerator in Kerala. It is currently involved in the promotion of technology-based entrepreneurship activates and the creation of infrastructure and environment required to support the growth of high-technology based businesses in the state. Its other objectives include:
Coordinating with other incubators’ functions in Kerala
Supporting knowledge-driven and technology-based startup ventures by students, faculties and local entrepreneurs
Strengthening entrepreneurship development activities of the Kerala government
Promoting networking activities and linkages with the industry
Setting up R&D facilities and encouraging formation of Innovation and Entrepreneurship Development Cells (IEDCs) and technoparks in academic institutions
