தேசிய கடன் கட்டமைப்பு முதல் வரைவு பொது ஆலோசனைக்காக வெளியிடப்பட்டுள்ளது.

தேசிய கடன் கட்டமைப்பு அல்லது NCrF வரைவு சமீபத்தில் மத்திய கல்வி அமைச்சகத்தால் வெளியிடப்பட்டது. இது 2020 தேசிய கல்விக் கொள்கையின் கீழ், பள்ளிக் கல்வி, உயர்கல்வி, தொழில் பயிற்சி மற்றும் திறன் கல்வி ஆகியவற்றின் மூலம் பெறப்பட்ட வரவுகளை ஒருங்கிணைக்கும் கட்டமைப்பாகும்.

உயர்கல்விக்கும் தொழில்நுட்பக் கல்விக்கும் இத்தகைய கட்டமைப்பு ஏற்கனவே உள்ளது. பள்ளி மற்றும் தொழிற்கல்விக்கு இது முதன்முறையாக பயன்படுத்தப்படுகிறது.

NCrF வரைவு உறுப்பினர்களைக் கொண்ட உயர்மட்டக் குழுவால் உருவாக்கப்பட்டது:

  1. பல்கலைக்கழக மானியக் குழு (University Grants Commission-UGC)
  2. அகில இந்திய தொழில்நுட்பக் கல்வி கவுன்சில் (All India Council for Technical Education-AICTE)
  3. தேசிய தொழிற்கல்வி மற்றும் பயிற்சி கவுன்சில் (National Council of Vocational Education and Training-NCVET)
  4. தேசிய திறந்தநிலை  பள்ளிக்கல்வி நிறுவனம் (National Institute of Open Schooling-NIOS)
  5. மத்திய Board of Secondary Education (Central Board of Secondary Education-CBSE)
  6. தேசிய கல்வி ஆராய்ச்சி மற்றும் பயிற்சி கவுன்சில் (National Council of Educational Research and Training-NCERT)
  7. மத்திய கல்வி அமைச்சகம்
  8. பயிற்சி இயக்குநரகம் Directorate General of Training (DGT)
  9. மத்திய திறன் மேம்பாடு மற்றும் தொழில்முனைவு அமைச்சகம் (Union Ministry of Skill Development and Entrepreneurship)

இது அகாடமிக் பாங்க் ஆஃப் கிரெடிட்ஸ் (ஏபிசி) மூலம் செயல்படுத்தப்பட உள்ளது கடந்த ஆண்டு, உயர்கல்விக்கான யுஜிசி. ஏபிசி என்பது கடன்களின் டிஜிட்டல் களஞ்சியமாகும். சரிபார்ப்பு மற்றும் பெயர்வுத்திறனை இயக்க, கடன்கள் டிஜி லாக்கருடன் இணைக்கப்படும்.

இந்த கட்டமைப்பு ஐந்தாம் வகுப்பு முதல் பிஎச்டி வரையிலான படிப்புகளுக்குப் பொருந்தும். NEP 2020 க்கு இணங்க, கலை மற்றும் அறிவியல் அல்லது தொழிற்கல்வி மற்றும் கல்வி அல்லது பாடத்திட்டம் மற்றும் கூடுதல் பாடத்திட்டம் என பல்வேறு கற்றல் பகுதிகளுக்கு இடையில் கடன்கள் மற்றும் கடன் நிலைகளை வழங்குவதை இது அங்கீகரிக்கவில்லை.

வரைவின்படி, கற்றல் நேரங்களின் எண்ணிக்கையின் அடிப்படையில் கடன்கள் வழங்கப்பட வேண்டும். 30 மணிநேர கற்றல் 1 கிரெடிட் புள்ளியாக மொழிபெயர்க்கப்படும்.

ஆய்வக வேலை, விளையாட்டு மற்றும் விளையாட்டுகள், கண்டுபிடிப்பு ஆய்வகங்கள், யோகா, சமூக பணி, தேர்வுகள், வகுப்பு சோதனைகள், என்சிசி, கள வருகைகள் போன்றவற்றின் மூலமாகவும் கடன்களைப் பெறலாம்.

The draft of the 1st National Credit Framework has been released for public consultation.

Key facts

The draft National Credit Framework or NCrF was recently released by the Union Ministry of Education. It is a framework, under the 2020 National Education Policy, to integrate the credits earned via school education, higher education, vocation training and skill education.

Such a framework already exists for higher education and for the technical education field. This is the first time it is being applied to school and vocational education.

The draft NCrF was formulated by a high-level committee consisting of members from:

  1. University Grants Commission (UGC)
  2. All India Council for Technical Education (AICTE)
  3. National Council of Vocational Education and Training (NCVET)
  4. National Institute of Open Schooling (NIOS)
  5. Central Board of Secondary Education (CBSE)
  6. National Council of Educational Research and Training (NCERT)
  7. Union Education Ministry
  8. Directorate General of Training (DGT)
  9. Union Ministry of Skill Development and Entrepreneurship

 

It is to be operationalized through the Academic Bank of Credits (ABC), launched last year, by the UGC for higher education. ABC is a digital repository of credits. The credits would also be linked to Digi locker to enable verification and portability.

This framework would apply to courses from class V to PhD. It doesn’t recognize hard separation, in accordance with NEP 2020, among the different learning areas as arts and sciences or vocational and academic or curricular and extra-curricular when it comes to assignment of credits and credit levels.

According to the draft, the credits are to be awarded based on the number of learning hours. 30 hours of learning would translate into 1 credit point.

Credits could also be earned through lab work, sports and games, innovation labs, yoga, social work, exams, class tests, NCC, field visits, etc.
