முன்னாள் இந்தியப் பிரதமர் ராஜீவ் காந்தியின் படுகொலையை விசாரிக்க அமைக்கப்பட்ட Multi-Disciplinary Monitoring Agency (MDMA) ஐ இந்திய அரசு கலைத்தது.

முக்கிய தகவல்கள்:

M.C.ஜெயின் கமிஷனின் பரிந்துரைகளின் அடிப்படையில் 1998 ஆம் ஆண்டு இரண்டு ஆண்டுகளுக்கு MDMA அமைக்கப்பட்டது.

தமிழீழ விடுதலைப் புலிகளின் முன்னணி அமைப்புகளின் வங்கிப் பரிவர்த்தனைகள் உட்பட பல்வேறு தடயங்களை M.C.ஜெயின் கமிஷன் கண்டது. அந்தக் காலக்கட்டத்தில் தீவிரவாதக் குழுவிற்கு ஆயுதங்கள் கடத்தப்படுவதற்கு முன்னும் பின்னும். 

எனவே, புலனாய்வுப் பணியகம், ரா, அமலாக்க இயக்குநரகம் மற்றும் வருவாய் புலனாய்வுத் துறை போன்ற பல்வேறு மத்திய பாதுகாப்பு நிறுவனங்களின் அதிகாரிகளைக் கொண்ட மத்திய புலனாய்வுப் பணியகத்தின் (சிபிஐ) கீழ் NDMA உருவாக்கப்பட்டது. 

இது ஆரம்பத்தில் தலைமை தாங்கிய டெபுடி இன்ஸ்பெக்டர் ஜெனரலிடம் ஒப்படைக்கப்படுவதற்கு முன்னர் டெபுடி இன்ஸ்பெக்டர் ஜெனரல் பதவித் தகுதியில் இருந்த அதிகாரியின் தலைமையில் இருந்தது.

இது ஒவ்வொரு ஆண்டும் நீட்டிப்புகளை வழங்கியது, ஆனால் முன்னாள் பிரதமர் ராஜீவ் காந்தியின் படுகொலை தொடர்பான பரந்த சதி பற்றிய விசாரணையில் எந்த முன்னேற்றமும் செய்ய முடியவில்லை.

MDMA-ஐ கலைப்பதற்கான உத்தரவு 2022 மே மாதம் மத்திய அரசால் வெளியிடப்பட்டது மற்றும் நிலுவையில் உள்ள விசாரணைகள் சிபிஐயின் வேறு பிரிவுக்கு மாற்றப்பட்டது.

பல ஆண்டுகளாக, வங்கி பரிவர்த்தனைகள் உட்பட வழக்கின் பல்வேறு அம்சங்களைக் கேட்டு இலங்கை, இங்கிலாந்து மற்றும் மலேசியா போன்ற நாடுகளுக்கு 24 கடிதங்களை ஏஜென்சி அனுப்பியுள்ளது.

இவற்றில் 20 க்கும் மேற்பட்ட கோரிக்கைகளுக்கு வெளிநாடுகள் பதிலளித்தன, மேலும் சில மட்டுமே மீதமுள்ளன.

24 ஆண்டுகால அதன் செயல்பாட்டிற்கு மேலாக, என்டிஎம்ஏ சதித்திட்டம் பற்றிய எந்த திடுக்கிடும் புதிய கண்டுபிடிப்புகளை பதிவு செய்யவில்லை.

ராஜீவ் காந்தியின் படுகொலை

1984 இல் ராஜீவ் காந்தியின்  தாயும் முன்னாள் பிரதமருமான இந்திரா காந்தி படுகொலை செய்யப்பட்ட பின்னர் ராஜீவ் காந்தி 40 வயதில் இந்தியாவின் பிரதமரானார். மே 21, 1991 அன்று தமிழ்நாட்டில் உள்ள ஸ்ரீபெரும்புதூரில் தற்கொலை குண்டுவெடிப்பு காரணமாக அவர் படுகொலை செய்யப்பட்டார். இது காலிஸ்தான் விடுதலைப் படை மற்றும் காலிஸ்தான் தேசிய கவுன்சிலுடன் இணைந்து விடுதலைப் புலி உறுப்பினர் ஒருவரால் மேற்கொள்ளப்பட்டது.

The Indian Government recently disbanded the Multi-Disciplinary Monitoring Agency (MDMA) that was set up to investigate the assassination of the former Indian Prime Minister Rajiv Gandhi.

Key facts

Multi-Disciplinary Monitoring Agency (MDMA) was set up in 1998 for two years based on the recommendations of the MC Jain Commission.

The MC Jain Commission came across various leads, including bank transactions of the Liberation Tigers of Tamil Eelam (LTTE) frontal outfits before and after the assassination and movement of arms meant for the militant group during that period. 

Hence, the NDMA was set up under the Central Bureau of Investigation (CBI), having officers from various central security agencies like the Intelligence Bureau, RAW, Enforcement Directorate, and the Department of Revenue Intelligence. 

It was initially headed by a deputy inspector general of police-ranked officer before being handed over to the Deputy Inspector General of Police.

It was given extensions each year but failed to make any breakthroughs in the investigation of a wider conspiracy into the assassination of former Prime Minister Rajiv Gandhi.

The order to disband the NDMA was issued by the Central Government in May 2022 and the pending investigations were transferred to a different unit of the CBI.

Over the years, the agency had sent 24 Letters Rogatory to countries like Sri Lanka, the United Kingdom, and Malaysia asking about various aspects of the case, including bank transactions.

Foreign countries responded to over 20 of these requests and only a few are remaining.

Over 24 years of its functioning, the NDMA did not record any startling new findings about the conspiracy.

Assassination of Rajiv Gandhi

Rajiv Gandhi became the youngest Prime Minister of India at the age of 40 after his mother and former Prime Minister Indira Gandhi was assassinated in 1984. His assassination occurred because of a suicide bombing in Sriperumbudur in Tamil Nadu on May 21, 1991. It was carried out by an LTTE member along with the Khalistan Liberation Force and the National Council of Khalistan.
