IRDAI கமிட்டி மருத்துவக் காப்பீட்டு கவரேஜ் தொகையை விரிவுபடுத்தும் என்று அறிவிப்பு

இந்தியக் காப்பீடு ஒழுங்காற்று மற்றும் வளர்ச்சி முகமை (IRDAI) இந்தியாவில் மருத்துவக் காப்பீட்டு கவரேஜ் தொகையை விரிவுபடுத்த ஆலோசனைக் குழுவை அமைத்துள்ளது.

குழுவின் நோக்கம் என்ன?

இந்தியாவில் மருத்துவக் காப்பீட்டை உலகளாவிய மயமாக்கும் நோக்கத்தை அடைய காப்பீட்டு ஒழுங்குமுறை ஆணையத்தால் 15 பேர் கொண்ட குழு இரண்டு ஆண்டுகளாக அமைக்கப்பட்டுள்ளது. இது பின்வரும் அம்சங்களில் பரிந்துரைகளை வழங்கும்:

காப்பீட்டு வழங்குநர்களிடையே உள்ள நடைமுறைகளின் தரநிலைப்படுத்தல், காப்பீடு தொடர்பான தரவுகளை கைப்பற்றுதல், இணைத்தல் மற்றும் பகுப்பாய்வு செய்தல்.

பல்வேறு உடல்நலக் காப்பீட்டுச் சேவைகளை ஒரே மின்-தளத்தில் ஒருங்கிணைப்பதற்கான வழிகள் காப்பீட்டுக் கட்டுப்பாட்டாளரால் திட்டமிடப்பட்டுள்ளன.

இந்த பரிந்துரைகள் இந்திய சுகாதாரத் துறையில் மாறிவரும் இயக்கவியலின் அடிப்படையில் இருக்கும்.

இந்த குழுவின் உறுப்பினர்கள் யார்?

இந்தியக் காப்பீட்டு ஒழுங்குமுறை மற்றும் மேம்பாட்டு ஆணையத்தின் (IRDAI) உறுப்பினரான ராகேஷ் ஜோஷி இந்தக் குழுவின் தலைவராக இருப்பார். அதன் மற்ற உறுப்பினர்களில் சுகாதார மற்றும் காப்பீட்டுத் துறைகளின் பிரதிநிதிகளும் அடங்குவர்.

இந்தியாவில் ஹெல்த் இன்சூரன்ஸ் ஊடுருவலின் தற்போதைய நிலை என்ன?

IRDAI வழங்கிய சமீபத்திய தரவுகளின்படி, 2022-23 நிதியாண்டின் முதல் பாதியில் சுகாதார காப்பீட்டு பிரீமியங்கள் ஆண்டுக்கு ஆண்டு 18.9 சதவீத வளர்ச்சியைப் பதிவு செய்துள்ளன. இது கடந்த ஆண்டு இதே காலத்தில் பதிவான 28.8 சதவீத வளர்ச்சியை விட குறைவாகும். கோவிட்-19 தொற்றுநோய் அதிகரித்த ஆண்டுகளில், பொது காப்பீட்டுத் துறையின் வளர்ச்சியை சுகாதார காப்பீட்டு பிரீமியங்கள் உந்தியது. இருப்பினும், தொற்றுநோயின் எளிமை சுகாதார காப்பீட்டுப் பிரிவின் வளர்ச்சியை இயல்பாக்கியது. மே 2022 இல் வெளியிடப்பட்ட தேசிய குடும்ப சுகாதார கணக்கெடுப்பு-5 (NFHS-5), இந்திய குடும்பங்களில் 41 சதவீதத்தினர் மட்டுமே குறைந்தபட்சம் ஒரு தனிநபராவது சுகாதார காப்பீட்டுத் திட்டத்தில் உள்ளனர் என்பதை வெளிப்படுத்தியது. 2019-21 கணக்கெடுப்பு நாடு முழுவதும் சுகாதாரக் காப்பீட்டில் குறிப்பிடத்தக்க முன்னேற்றம் ஏற்பட்டுள்ளதாகக் காட்டுகிறது, இருப்பினும் அது திருப்திகரமாக இல்லை.

 

IRDAI Committee to expand health insurance coverage

Insurance Regulatory and Development Authority (IRDAI) has set up a consultative committee to expand health insurance cover in India.

What is the committee’s purpose?

The 15-member committee has been set up for two years by the insurance regulator to achieve objective of universalization of health insurance in India. It will provide recommendations on the following aspects:

Detection of issues within entire value chain of health insurance sector

Challenges related to the penetration of health insurance in India

Identification of challenges faced by health insurance businesses and provide solutions for the same

Recommendations for appropriate product designs, including a universal standard product that is basic and simple.

The Standardization of procedures among insurance providers, including capture, collation, and analysis of insurance-related data.

Ways to integrate various health insurance services into a single e-platform envisaged by the insurance regulator.

These recommendations will be based on the changing dynamics in Indian healthcare sector.

Who are the members of this committee?

The committee will be chaired by Rakesh Joshi – a member in the Insurance Regulatory and Development Authority of India (IRDAI). Its other members include representatives from healthcare and insurance industries.

What is the current status of health insurance penetration in India?

According to the latest data provided by the IRDAI, health insurance premiums posted an 18.9 per cent year-on-year growth during the first half of the financial year 2022-23. This is lesser than the 28.8 per cent growth recorded in the same period last year. During the years when COVID-19 pandemic surging, health insurance premiums drove the growth of the general insurance industry. However, the ease of the pandemic witnessed the normalization of the growth of the health insurance segment. National Family Health Survey-5 (NFHS-5), which was released in May 2022, revealed that only 41 per cent of Indian households have at least one individual covered by a health insurance scheme. The 2019-21 survey showed that there has been a notable improvement in the health insurance coverage across the country, though it was far from satisfactory.
